NEWPORT, R.I. (Dec. 2, 2016) Rear Adm. Jeffrey A. Harley, president, U.S. Naval War College salutes a graduate during an Officer Candidate School (OCS) graduation held at Kay Hall on board Naval Station Newport, in Newport, Rhode Island. During his speech, Harley said, “You now enter the Navy and will have a new-found power. You have a responsibility for leading, a responsibility for vast quantities of material and equipment and most importantly, an unparalled responsibility for the lives of other people.” Eighty-three officer candidates participated in the ceremony. The mission of OCS is to develop civilians, enlisted and newly commissioned personnel morally, mentally and physically and imbue them with the highest ideals of honor, courage and commitment in order to prepare graduates for service in the fleet as Naval officers.
