Congress, by act of March 3, 1889, authorized the con-struction of a twin-screw, armor-plated harbor defense ramupon thedesignof Rear-Admiral Daniel Ammen, United SlatesNavy, the design being based upon his experience with anddefense against rams in the war of the Rebellion. The planswere made in the Bureau of Construction and Repair undersupervision of Chief Constructor T. D. Wilson, United StatesNavy, in consultation with Admiral Ammen. The machinerywas designed in the Bureau of Steam Engineering, supervisedby Chief Engineer G. W. Melville, Engineer-in-Chief, UnitedStates Navy. The time fixed for opening the bids for theconstruction of the vessel at the Navy Department was Decem-ber 20, 1890.
