"whether or not commercially"[edit]

I'm not sure of the meaning of the parenthesized phrase in "The most obvious example of this is advertising (whether or not commercially)." Is this to cover things like public service announcements? I changed it to "whether or not the advertisement is for commercial purposes". Does that help? WhatamIdoing (talk) 18:29, 18 January 2013 (UTC)[reply]
