English: The Victorian-style building located at 1502 13th Street NW in the Logan Circle neighborhood of Washington, D.C., was constructed in 1878 for Seth Ledyard Phelps and designed by architect Thomas M. Plowman. The building is a contributing property to the Logan Circle Historic District and Greater Fourteenth Street Historic District. In addition to previously being a private residence, the building once served as a boarding house, a clubhouse for the Crispus Attucks Press Association and James E. Walker Post No. 26 of the American Legion, the Johnson Hotel, and later as a brothel called the Raleigh House, which is also the name the building goes by since it was converted into condominiums in the 1990s.
