According to the “Decree for a new national flag of the Batavian Republic”‎ of 14 February 1796, Nr. 135, adapted by the States General of the Batavian Republic, the flag was made up of a three bands of equal size in the colors from top to bottom, red, white (or uncolored), and blue. For the navy of the Batavian Republic there was a deviation: On the red band, close to the pole, at for example 12, 13 or 14 Dutch thumbs length (a Dutch thumb was ± 2,65 cm, depending on the region of the country) in distance, there was a so-called Jack (or Jeck) of an elongated quadrangle of white, being in length a third of the length of the flag, and a width of 8, 10 or 12 thumbs less then the red band. Explicitly it states there should be red at all sides of the Jack. On this white Jack, there should be a depiction of a Virgin in a "graceful attitude", seated on leaves or green, holding with her hand, in front of her, a spear, standing upright, on which a hat of freedom. With her other hand, she is holding a shield in front of her, on which is depicted a Roman bundle and axes, while at her feet a lion, in a seated or somewhat lying position, so that he will touch the ground with one front paw, while the other front paw is holding the aforementioned spear, below the hand of the Virgin, as if it wants to make sure no one can take it from the Virgin. The lion has its head turned away towards the outside, with a gruff and grim expression on its face. The decree explicitly states that it was forbidden to use the flag with Jack by anyone else than the navy.
