The Mercer Art Gallery, Harrogate, England, is a public art gallery owned by North Yorkshire Council. The Gallery owns or is responsible for much of the art in civic and public buildings in Harrogate. The building was refurbished in 1874 by architect Arthur Hiscoe.

Note: Some of the artworks owned by Harrogate Borough Council are on permanent display in local civic buildings, or on loan to other Harrogate buildings. Other artworks are shown in a rolling series of exhibitions at the gallery, which does not display the whole collection at once.
