A metropole in France is a public establishment for the cooperation between communes (EPCI in French), with their own fiscality and a large population. Some metropoles may be promoted with a special status to take all the responsabilities of one or several departments, in which case they will become a separate territorial collectivity within their own region (this is still the case only in Lyon).
Do not confuse them with metropolitan areas.
