Pantalettes were narrow straight trousers worn by little girls in the 19th century under their skirts (occasionally by adult women). The main purpose was to cover the lower leg, since girls' skirts were much shorter than adult women's (File:1868-skirt-lengths-girl-ages-Harpers-Bazar.gif). Not to be confused with Bloomers (harem pants worn as part of "reform" attire).
