The origional Phoebe Deaconess' House for the aged and infirm was opened in 1904 at 19th and Turner Streets. Phoebe Ministries was established in 1903 by the Ministers of the Reformed Church (the forerunner of the United Church of Christ) to educate young women of the Reformed faith who were called to care for the sick, elderly and destitute in their congregations.

Before becoming the Phoebe Deaconess' House, it was the home of David Griesemer

In 1925, the Phoebe Deaconess Home changed its name to Phoebe Home to reflect its new mission and ministry.

In 1985, Phoebe-Devitt Homes was established as the parent organization and foundation. The name Phoebe Ministries was adopted to refer to the organization encompassing the numerous ministries that had developed over the years.
