Generally, the foreskin can retract when the penis is erect. Some men prefer the look and/or feeling of a retracted foreskin with the glans exposed, and may keep their foreskin retracted when their penis is soft. The foreskin can be 'trained' to stay retracted in some men, colloquially termed 'autocircumcision' because it appears similar to a circumcised penis without needing surgery.
