This series consists of individual inmate case files. While the contents of the files vary from inmate to inmate, nearly all include a "Record Sheet" that gives the inmate's name, registration number, alias; crime; sentence in years, months, and days, court fines and costs, date received at the penitentiary, date of sentence, date sentence began, date maximum terms ends, good time allowed, occupation, age, date eligible to parole (after 1910); violations (date, description, number of days in solitary confinement), and loss of days toward reduction of sentence. Most files include a "mug shot" photograph of the inmate with front and profile views.

Inmate files generally include a "Rap" sheet of prior and subsequent arrests, convictions, and incarceration, a commitment order, fingerprints, Bertillon measurements (an anthropometric identification system supplanted by fingerprinting), a correspondence log listing who the convict received mail from and who he or she wrote to, a record of items received, medical and dental records, a daily work log; and administrative miscellany. Some files contain letters from family, friends, welfare agencies, law enforcement officials, and correctional institutions, contraband manuscripts and drawings, wanted posters, and parole reports.

In the early 1930s, prison officials began studying the personal history of inmates to determine placement in treatment programs. The "Special Admissions Summary" resulting from this inquiry gives intimate details of an inmate's life. It includes a review of the inmate's criminal past; a social service interview examining the subject's childhood, family life, living conditions, economic status, and attitude toward rehabilitation; a medical history, including neuropsychiatric report with mental age and I.Q. test scores; educational attainments; employment history; religious background and preference; recreational interests; and the reviewing committee's recommendations for custody and discipline, transfer, social services, treatment (medical and psychiatric), and training (educational, vocational, religious, and recreational).

Well known inmates whose files are included in this series include Industrial Workers of the World leader William D. "Big Bill" Haywood, boxer Jack Johnson, Congressional representative Francis H. Shoemaker, Mexican revolutionary Ricardo Flores Magon, U.S. Veterans' Bureau chief Charles R. Forbes, African American architect William S. Pittman, Western outlaw Al Jennings, the "Bird Man of Alcatraz" Robert F. Stroud, and Houston Riot soldiers from the 24th Infantry Regiment.
