Merge from the Category:Cairns-Herberton Railway?

The line was originally built to be the Cairns-Herberton Railway but was later extended and is now known as the Tablelands railway line. There seems to be no benefit in maintaining a distinction between the two categories (certainly photos appear to be assigned to them somewhat randomly). Your thoughts?
