Unnecessary "See also categories" and "Locations along..." category

Should the "See also categories" be used to direct users to every highway that crosses this highway, especially if there are no photos of the highway in question ? Also, the problem with the "Locations along" category is that there may be no photos of the highway in question in the city categories. Is seems this categorizing only makes sense for Wikipedia, not for Wikimedia Commons. Xnatedawgx (talk) 02:53, 7 October 2023 (UTC)[reply]
