Reason	Best in scope IMO. And 2019 seems the last year we will have a free photo of him. He died in early January this year, so it's unlikely there's a newer photo. -- pandakekok9

Where in the criteria does it state that the image must be exactly in the specified category linked in the scope? This photo is categorized to the subject's "in 2019" category, which is a subcat of the "by year" cat, which is a subcat of the category I linked. This one is an example of a VI that is best in scope that is not in the category linked in the scope. Sure, the cat of the file was changed after it was promoted, but do we have to cat this nomination into Category:Qasem Soleimani so that it is "in that category" and then decat it after promotion?
