In the wake of South Africa's and Cuba's withdrawals, negotiations between UNITA and the government began. However, as the peace talks made no headway, the war continued. Government forces launched another offensive on Mavinga, and UNITA retaliated with their own offensives in northern and central Angola. With neither side strong enough to defeat the other, negotiations resumed, and a ceasefire was achieved on 15 May 1991. A few weeks later, José Eduardo dos Santos and Jonas Savimbi signed the Bicesse Accords, agreeing to the deployment of an international ceasefire monitoring force, the creation of a new national army, and holding free and democratic elections supervised by the United Nations.
