Las imágenes centrales del escudo son el indígena, las trece estrellas, el río y el quepis sobre la cruz.

Las trece estrellas simbolizan los trece departamentos que integran la Provincia: Adolfo Alsina, Avellaneda, Bariloche, Conesa, El Cuy, General Roca, Nueve de Julio, Ñorquincó, Pichi Mahuida, Pilcaniyeu, San Antonio, Valcheta, Veinticinco de Mayo.

La figura del indígena con lanza reproduce el enorme monumento conocido como Indío Comahue que se encuentra en Villa Regina y que constituye uno de los símbolos de la provincia. El indio se encuentra con su lanza en la mano oteando la distancia; uno de los significados de la palabra "comahue" o "comohue" es precisamente "avistadero" y su inclusión en el escudo busca simbolizar con la "visión del progreso espiritual y material". La lanza, por su parte, representa la soberanía.

Las ramas de olivo que enmarcan el escudo, simbolizan la victoria de la llamada Conquista del Desierto, obtenida por la fuerza militar y la conquista religiosa que simbolizan el quepis y la cruz que anudan los laureles en la base del escudo.
