Description Rhiannon Kucharski, lead planner for the U.S. Army Corps of Engineers Sacramento District, outlines the Corps’ planning process during the first of two public scoping meetings Nov. 3, 2015 in West Sacramento, California, to identify potential flood risk management and environmental restoration opportunities along the Lower Sacramento River Basin.
