«Прямоугольное полотнище с соотношением ширины к длине 2:3, состоящее из четырёх горизонтальных полос: верхней — белого цвета шириной 3/4 ширины полотнища, и нижних полос трёх цветов: синего, белого и зелёного, шириной 1/12 ширины полотнища, С правой стороны от центра жёлтый серп и молот обрамлённые чёрной шестерёнкой, с левой стороны красная пятиконечная звезда».
