The signal mirror used here is the USAF issue 3"x5" glass Mil. Std. MIL-M-18371E Type II signal mirror, using a retroreflective mesh "reflex sight" aimer. The Mil Std can be read online at: http://www.tpub.com/content/MIL-SPEC/MIL-M/MIL-M-18371E/ One identifying characteristic of the Mil Std signal mirrors is that the edges of the mirror are painted flat black, as is clearly visible here.

"Reflex sight" signal mirrors work by projecting a bright round fuzzy dot in the direction of the column of light reflected by the mirror. This dot is only visible when looking through the aimer - it is produced by a series of two reflections: the first is that the retroreflective material in the aimer reflects sunlight back towards the sun, the second is that some of the retroreflective light reflects off the glass to air interface back through the mirror into the user's eye in the opposite direction of the main reflected ray from the mirror. This type of mesh aimer was described and patented by Richard S. Hunter, in his patent 2,557,108, filed Dec. 4, 1946, issued June 19, 1951, and available online here: http://www.google.com/patents?id=y35vAAAAEBAJ
