Description A bypass culvert and retaining walls, shown Oct. 5, 2011, were constructed in late 2004 as part of the U.S. Army Corps of Engineers Sacramento District ’s decades-long Guadalupe River Project to reduce flood risk for downtown San Jose, Calif.
