Rechtsboven stadhouder Willem V staande tussen Godsdienst en Vrijheid. De Hollandse leeuw ligt op de grond. Rechtsonder zit de personificatie van Gerechtigheid en Waarheid op de troon onder de zon van gerechtigheid en het alziend oog van God. De troon is gedecoreerd met de Hollandse leeuw met vrijheidslans. Bovenaan genummerd: VIII.
