Description PAKTIKA PROVINCE, Afghanistan—Governor Moheebullah Samim, Paktika provincial governor, presents a completion certificate at the first vertical skills development workshop held at the Orgun Center for Educational Excellence near Forward Operating Base Orgun May 23. The Paktika Provincial Reconstruction Team-funded program provides participants with three months of hands-on construction skills training in fields such as carpentry, plumbing and electrical. Samim’s attendance marked the first time a provincial governor had attended the ceremony. Graduates of the program qualify to accept employment locally with contractors who are rebuilding the province. (Photo by U.S. Air Force Master Sgt.
