Español: Abogado de la Universidad del Rosario, nacido en Cerrito, Valle en el año de 1851. Rector del Colegio de Buga; redactor de El Emisario; colaborador de los periódicos La Republica, La Orientación, El Bien Publico, El Nuevo Tiempo y El Progreso; senador(1888, 1890, 1901, 1911-18) por Cauca y presidente del Senado (1912, 1914-16); secretario de Gobierno (1899) en el gobierno de Sanclemente; gobernador del Cauca ((1894, 1904-05); ministro de Guerra en el gobierno de Caro; presidente de la Asamblea del Valle del Cauca (1913-16); presidente del Congreso; ministro de Hacienda (1900 y 1904)en los gobiernos de Marroquín y Reyes; de Relaciones Exteriores (1917 y 1918) en los gobiernos de Concha y Suárez; de Gobierno (1918) y de Obras Publicas (E) (1919) en el gobierno de Suárez; segundo designado a la Presidencia de la Republica (1918); gobernador del Valle del Cauca (1924). Miembro de la Academia Colombiana de Jurisprudencia. El Congreso Nacional honró su memoria con la Ley 50 de 1925 y ordeno poner un óleo de su retrato en el ministerio de Relaciones Exteriores y un busto de bronce en Cali. Murió en Manizales en 1924. |
