Penalva de Alva, antigamente Penalva de São Gião, foi villa e concelho muito antigo, com categoria municipal certamente anterior ao único foral conhecido, dado por D. Manuel em 1516. É actualmente freguesia de Oliveira do Hospital, mas conserva um importante testemunho da sua anterior autonomia, na forma do pelourinho. Este levanta-se diante dos antigos Paços do Concelho, e data seguramente dos anos subsequentes à atribuição do foral manuelino, de acordo com a sua tipologia. O pelourinho possui plataforma de quatro degraus quadrangulares, de aresta, o superior com o topo ligeiramente abaulado, funcionando como base da coluna. Esta tem secção inicialmente quadrada, formando ressalto cúbico na base, de ângulos lavrados; segue com secção octogonal, conseguida mediante chanframento dos ângulos. O fuste estreita no topo, fazendo a transição para o capitel, constituído por astrágalo, cesto tronco-cónico bojudo, e ábaco oitavado. O remate consta de um pináculo alto, espiralado à esquerda, sobrepujado de grimpa constituída por espigão em ferro com bandeirola vazada por uma cruz (de Malta?) estilizada. Uma nota da Câmara Municipal (MALAFAIA, E. B. de Ataíde, 1997) indica que este pelourinho veio substituir outro, em madeira, situação perfeitamente habitual, e que justifica a existência de tão poucas picotas anteriores ao século XVI: muitas destas eram construídas em madeira, e mais tarde substituídas por exemplares em pedra, muito mais onerosos.
