Discussion:

The coins are both official English coins and were likely to have been in circulation together in the 16th century. While slightly later in date and of a base metal, the jetton was found closely packed with the two silver coins suggesting an association with the hoard.

Conclusion:

In terms of age, number of coins and silver content, along with an associated copper alloy jetton, the find qualifies as Treasure under the stipulations of the Treasure Act 1996.
