English: This is a passage from the Central Intelligence Agency (CIA) manual 'Psychological Operations in Guerrilla Warfare', prepared for the Nicaraguan Contras: "If a guerrilla shoots an individual, make the population see that he was an enemy of the people, and that they shot him because the guerrillas recognized primordial duty, which is protecting the citizens."
