| Description | Congress determined that escaped slaves who affiliated with Union forces would not be returned to their former Confederate masters and classified them as “contraband.” When Fort Pulaski fell, local slaves sought refuge behind Union lines. They shared their valuable knowledge of the countryside with the Union forces and were paid for their labor. |
