Image title | San Antonio, Texas (December 15, 2006) - Newly promoted Machinist Mate Third Class Matthew Bove receives his frocking letter and new rank insignia from Captain Leo Goff, Commanding Officer of the Guam-based submarine tender USS Frank Cable (AS 40). Bove is recovering now as an outpatient at Brooke Army Medical Center (BAMC) from injuries received December 1, 2006 when a boiler exploded in the fire room aboard Frank Cable. The blast released super-heated steam and severely injured Bove and five other Sailors. They were immediately flown to BAMC to receive care from a special burn unit there. Just hours before the accident, Bove received word that he and more than 70 other Frank Cable Sailors were selected for promotion. Because of the accident, however, he wasn't able to be promoted with the rest of his shipmates. In addition to the frocking letter, Capt.
