Deutsch: In den Vereinigten Staaten gilt das „The winner takes it all“-Prinzip, demzufolge immer der oder die Abgeordnete eines Wahlkreises in den Kongress einzieht, der oder die eine einfache Mehrheit holt. Basierend darauf ist die Technik der Wahlkreisschiebung, auch als "Gerrymandering" bekannt, zu einem beliebten Instrument geworden, sich in bestimmten Regionen den Sieg zu sichern. In der US-Verfassung ist nämlich vorgesehen, dass die Abgeordnetenmandate im Repräsentantenhaus alle zehn Jahre neu auf die fünfzig Bundesstaaten verteilt werden. Ziel ist es, dass jeder Wahlkreis etwa gleich viele Einwohner hat. Zwei Strategien sind besonders effektiv, wenn eine Partei sich an eine so genannte Wahlkreisreform macht: „cracking“ und „packing“. Beim „cracking“ werden die Wähler der gegnerischen Partei über mehrere Bezirke verteilt, so dass ihre Stimmen weniger Gewicht haben. Beim „packing“ bemüht man sich dagegen, möglichst viele Unterstützer einer Partei in einem Wahlkreis zu konzentrieren. In dem Bezirk gewinnen sie dann mit unnötig großem Vorsprung, andernorts fehlen die Stimmen.
Das „Gerrymandering“ ist eine Erfindung von 1812, als ein Wahlkreis in Massachusetts besonders unregelmäßig und willkürlich zugeschnitten wurde – der damalige Gouverneur hieß Elbridge Gerry, die Form seines Wahlkreises erinnerte Karikaturisten an einen Salamander - so entstand das Kofferwort aus dem Nachnamen des Politikers (Gerry) und dem zweiten Teil des Tiernamens (Salamander). |
