I assume this image was originally licensed under the CC-BY when it was uploaded

I assume that when this image was reviewed by FlickreviewR, it was licensed under the CC-BY like it says, because when I check the link to the image now it says it's licensed under the CC-BY-NC.

However, I can't say that I'm able to determine that, because when I checked the WayBack Machine there was only one archive in 2019, and it was licensed under the CC-BY-NC when that one archive was made.

If there is evidence that this was licensed under the CC-BY-NC before it was uploaded or reviewed, we may have to nominate this file for deletion as CC-BY-NC files considered non-free according to commons policies. That would be a shame because the file is even used in an article on the English Wikipedia. If not, or if there's evidence that it was licensed under the CC-BY before it was uploaded or reviewed, we might be able to keep this but put a warning on it.
