The date of 26 September 1947 cannot be correct for this film. It portrays aircraft such as a C-131, a C-130, and an F-106, which were not in service until the late 1950s. Agreed. I believe the 1947 date is for the opening of the NARA record ('bioastronautics research'). Then archival materials can be added to the record until closed, and as you say in parts of the clip at least it is clearly the early 60s, with references to the Mercury project.
