Given that 1899 is correct for this car, it has to be a very early Model E. This short-running model was replaced in late 1900 by the model G. It was refined in several details. Although it has the well-proven 3½ CV, 80 x 80mm, 402cc of its' predecessors, their there are a steering wheel, and lever gear-change. Further, rear hub brakes are visible, feature that earlier Vis-à-vis did not offer.
