Agree. I am the uploader of https://commons.wikimedia.org/wiki/File:HSE_COVID-19_Vaccination_Record_Card.jpg - the precedent of this - and yet my image hasn't been tagged. From @Guliolopez's view - Unless the uploader represents the HSE (the original rights-holder and publisher/printer of the original document), then "own work" is not the correct licence, then the same should go to https://commons.wikimedia.org/wiki/File:Bilingual_Irish-English_COVID-19_sign_at_Heuston_Station_Dublin_(2021).jpg and https://commons.wikimedia.org/wiki/File:COVID-19_Social_Distancing_Bilingual_Sign_T%C3%ADr_na_n%C3%93g_Park_Carpenterstown_(2020).jpg, because Darren J. Prior (the uploader) may not represent Iarnród Éireann / Transport for Ireland / HSE / Government (the original rights-holder and publishers/printers of the original documents), which the images don't state.
