What seal is this?

Hello @Great Brightstar: , excuse me for bothering you again, but I've been looking for the seal of the Kinh lược sứ Bắc Kỳ (经略使北圻) for some time and I think that I might have found it, though I think that this might be a special seal of the Tổng đốc (總督) of Hà-Yên (河安).

The characters I have been able to figure out from this seal are "Ha Nội Ninh XXXX quan phòng" (河內寧XXXX關防), I suspect it might be "Ha Nội Ninh XX chi X quan phòng" (河內寧XX之X關防). Going over Hanziyuan's entry for "Bình" (Current), I notice that it's "Ha Nội Ninh Bình XXX quan phòng". So it's not a Viceroy seal but a Tổng đốc (總督) seal... So I still didn't find it after all this time...
Digging even further, it's "Ha Nội Ninh Bình Tổng X đốc quan phòng" (河內寧平總X督關防). So yeah, it's the Tổng đốc's seal as I suspected. Especially after seeing a similar seal by another Tổng đốc.
