Image reused in Uppsalatidningen

It seems this image was printed in the insert "Allt ljus på Uppsala" in the paper Uppsalatidningen no. 44, 1-7 November 2012, but there are not photo credits at all. The image covers some 75% of the page, but no license terms are mentioned, nor is there a link to any of them. The image can be found on page 22, here. If the paper did not contact the author directly and was granted permission to re-use the photo without a byline, this was the second time Uppsalatidningen disregards the license terms for images on Commons.
