Under the policies we have, this image would be deleted anyways. Mti did not draw this; it was taken directly from that Reiki page. But even if they have a copyright claim and send it to DR, it would have been kept because it is a symbol (I don't agree with that mentality) but also because it was mentioned in law. And, from what I have seen on the Commons, even if the city does have a claim, it will be recognized as w:copyfraud. I just deleted his Nikko Symbol image for that very reason; it was not drawn by him at all. I am aware of the precautionary principle, but I am just telling you from years of experience on here that deleting symbol images due to copyright happens very few and far between (and most of those are direct copyright violations of the renditions, not the concept). We must behave in accordance with laws, not experiences of users. Tochigi City clearly says you cannot reprint and quote them without permission, excluding the case that is permitted by the copyright law such as "reproduction for personal use" and "citation". Though the emblem is printed is printed in legislation that isn't protected by copyright law. That is more of an issue of {{Insignia}}. You also want to see http://news.yahoo.com/blogs/upshot/fbi-fights-protect-seal-internet-encyclopedians-170226639.html where a public domain seal, based from US Federal Law, was told to be removed and the Wikimedia lawyers said no.
