Based on the drawing in Stace's New Flora of the British Isles and the width of the leaves (as guessed from the images), I'd say, the North Uist shrub is Olearia macrodonta. But are the lateral veins really "at a narrow angle", as required according to Sell & Murrell?

When browsing the images in the Olearia ilicifolia and Olearia macrodonta categories, I found the vein angles to be pretty much the same on all images (where visible). On the other hand, I got the impression that the shape of teeth was different. Might shortish, outward-pointing, "ilex-like" teeth be indicative of O. ilicifolia (as the Latin name suggests)? Might long, forward-pointing teeth be characteristic of O. macrodonta?

As the English Wikipedia article puts it, "the two species are often confused with one another".
