The note which says: Note: city names used by Horthy's Hungarian regime are given in parenthesis

It's a bit misleading, because those names are historical Hungarian names of those cities, not given by Horthy or by his regime. And some of those are still in use, as secondary signs.

My opinion is: Note: city names in parenthesis are historical Hungarian names

What term "historical" would mean here anyway? This map shows an specific history period (i.e. WW2) and there is no reason to connect that with any other historical period. In this time (i.e. in WW2), the areas in question were de jure part of country Czechoslovakia, while Horthy's Greater Hungary that annexed part of Czechoslovakia was generally unrecognized country in that time. Horthy's regime de facto controlled these territories in WW2 and officially used mentioned names and it is what this map shows. That had nothing to do with usage of these names in any other historical period - it simply show what these names meant in WW2 and nothing else (anyway, map does not say that names were "given" by Horthy's regime - it just says that they were "used by" that regime).
