Keep it simple[edit]
This template is wordy and has unnecessary wikilinks. Here's my first attempt at cutting stuff out:
This {{#if:{{{1|}}}|{{Igen/top|{{{1}}}|{{W|image}}}}|image}} was uploaded with an ''opaque'' background where it should have been ''transparent''. Please upload a PNG or SVG version with the background removed. (Images derived from a JPEG file may have unwanted {{W|compression artifacts}}.) Use templates such as {{tl|Retouched picture}} and {{tl|Derivative versions}} as appropriate. [[Commons:Avoid overwriting existing files |Do not overwrite this image]]. Then,
#Find [[Special:GlobalUsage/{{PAGENAME}}|all pages in all Wikimedia projects that use this image]], and replace the old image with the new image in each.
#Mark this image as having been superseded by adding one of [[Commons:Redundant tags|these templates]].
