  • Turkish laws are not public domain. But according to Copyright law of Turkey, Article no. 31, it's free to use this laws. So actually, we can use this laws in some Wiki projects. But they're not public domain. Because, Article no. 31 is in the Section "Tahditler" ("Restrictions"). This section contains the exceptions of copyrighted contents that can be shared free. So, it's needed to change the name of that template (and also the content). I don't know if the PDF text of that laws can be uploaded to Commons.
