Revised IP Laws in Vietnam

Vietnam has adopted revised IP laws since January 1st, 2010, which extends the term of photographic works from 50 to 75 years after their first publication date. However, they only protect works which are still protected by former law when new law applies, which means, if the photo is first published before 1960 (in 1959 and back), they are in public domain, and there will be no photo going into public domain in the next 25 years.

I would like to change the license tag, but not sure that my English is good enough for this thing. So this is my suggestion, please help me.

Public domain
This image is now in the public domain because its term of copyright has expired in Vietnam. According to 2009 revised IP laws of the Socialist Republic of Vietnam, all photographs enter the public domain if they were first publised before 1959, if they were first published in and after 1959, they will be in public domain in after 75 years from that day. All non-photographic works enter the public domain fifty years after the death of the creator.
To uploader: Please provide where the image was first published and who created it.

You must also include a United States public domain tag to indicate why this work is in the public domain in the United States.
