This account has been used to vandalize the File:Flag of Panama 1903.svg on 15 July 2008 removing the content and adding an offensive comment againist Panamese people. The content was never replaced still 2 days ago (after 2 years and 7 months) and, without an explaination (the summary), the file was first commented, then tagged for speedy deletion, as erroneous (upside-down -> confront 1903 flag and the actual one .svg){kind=small}
). Note that the anon vandal also removed the license from file summary, and a file without a license risks deletion. Vandalisms as this one should represnt a serious damage for the project, also because they are hard to find. So, this warning has been added as a technical note to monitor this address in case of future disruptive editings.
