This logo was proposed to deletion since 8 April, http://commons.wikimedia.org/wiki/Special:Undelete/Image:Logotype_r%C3%A9gion_Bretagne_fr.jpg , as you can see on the summary upload: Authorisation of use in any wikipedia projects, no changes allowed. Permission granted by the Council of region Bretagne the 21th October 2005. ([1]) modifications are not allowed, so these sort of images are not permitted in Commons. The discussion page is empty, there is not an authorization for it so nothing is lost, it simply doesn't exist, as you can see here: http://commons.wikimedia.org/w/index.php?title=Image:Logotype_r%C3%A9gion_Bretagne_fr.jpg&action=edit . the original image is here en:Image:Logotype région Bretagne fr.jpg, you can upload it to your local wikipedia if the conditions fit to it.
