These urban or rural districts (Stadtkreise or Landkreise) are at an intermediate level of administration between the German states or city-states (Länder) and the local / municipal levels (Gemeinden). Not to be confused with the larger "government districts" (Regierungsbezirk) which may group districts within some states.
