People that created thousands (or even tens of thousands) of categories on Commons, well before the related articles are created on any wikipedia, understand that, to be efficient, one needs a naming system that is independent for the (ever shifting) names and potential disambiguation. One can easily say, that in Italy, they have the wisest long term view (and probably most categories) of Commons. There is no rule that a category should not contain a disambiguation term nor that it should be identical with a wikipedia name.
