This category is not eligible for {{CatCat}} as there are 1,000 populated places with less than 1,000 population in this county, we would end up with 1,000 subcategories with one photo each. The local editing tradition has been to place photos in this category until we have more than one photo of the same place, and then create a subcategory. What works in the populated eastern U.S. or further south in California is not applicable to thinly populated areas.
