Here's the answer: Commons:Valued images#Eligibility. "Documents, spreadsheets, presentations, scores, sound and video files do not fall within the remit of the valued images project." I think it's a lack of Commons:Valued image; it should be renamed Valued media and accept pictures and other media. I see that a topic exists about it in the talk page.
