A WikiProject is a project to manage a specific topic or family of topics within a Wikimedia project. It is composed of a collection of pages and a group of editors who use those pages to collaborate on a specific task. It is not a place to create content directly, but a resource to help coordinate and organize the creation and maintenance of such content. Yes. Anyone interested on a particular project may freely join it. Although, if you will be inactive, you may want to consider temporarily removing yourself from the member list, just to avoid being contacted when you may not be able to respond.

No. A WikiProject is a popular term used on most Wikimedia projects referring to a collaboration of editors at a wiki, and not any particular Wikipedia. Commons is also a wiki.
- Q4: How do I start a new project, or propose the closing of an old inactive project?
Such requests should be submitted to the WikiProject Council.
The WikiProject Council is aimed at looking into the maintenance of existing projects, viability of new projects, and the closing of old inactive ones. If you are familiar with WikiProjects, and have been contributing to Commons for a reasonable period of time, please consider joining the project!
