選舉管理委員會建議修訂選舉活動指引，規定網上電台及電視，製作與選舉有關節目時，如同主流傳媒電台、電視，受「平等時間」原則限制。對於該項修訂，我們表示強烈反對。 我們是一群關注網絡自由的香港市民，認為： 1.選管會建議指引對網台的了解不知其所以，令市民無所適從。所謂網台，是市民自行製作聲帶及短片上載到互聯網的個人發聲工具。在這建議下，市民隨時觸犯指引，這無疑構成白色恐怖。而選管會之舉，其實是箝制網絡言論自由。 2.全球化下，互聯網是屬世界性的溝通工具，選管會的建議根本沒有考慮清楚互聯網的性質。故此，我們十分懷疑選管會建議的可行性、合理性和公平性，最終難逃選擇性執法之嫌。 3.網台作為市民發聲的平台，既沒有使用大氣電波的權利，卻要等同主流傳媒受相關指引約束，這是矛盾、不合理及不公平的。 我們知道，極權政府最恐懼的就是網絡世界。 |
