Summary[edit]

Description Toma Cartones, a paraprofessional who works as a counselor at a group home for disadvantaged children, said he considers his home “totaled,” as he slings an arm full of soaked carpets onto pile of moldy furniture and belongings on the side of the road, a road and neighborhood that was recently underwater when Hurricane Florence came through Duplin County, NC; now it is Monday, September 24, 2018, and he has only had a few days since seeing his home and neighborhood. Today, he is waiting for an insurance adjuster to arrive, but in the meantime, he and his neighbors take wagon load, after wagon load, of wet smelly soaked items to the roadside. This is repeated by all the homes piles along this stretch of roadway. Cartones’ house was inundated with water up to the level of mold seen on some living room and kitchen cabinet items. The entire subdivision and neighboring farmland were underwater for days. The flow of water meant that water only came up on one side the water came up to the doorknobs and window sills, but on the other side and on some outbuildings the water came up higher, completely submerged the shorter structures, or in the case of the garage, only the roof of the garage could be seen above the garage door that was pushed in by the water. Where a carport once stood in the backyard can now be seen in the distance, crumpled against a neighbors tree-line. In a storage building, he shows where the water pushed two tiding lawnmowers from onside of the build to the other. After the insurance adjuster does his work, Mr. Cartones will return to a cousin’s home where he is temporarily staying. USDA photo by Lance Cheung.
